Melt candy wafers in separate microwaveable trays according to package instructions. Use the brushes from the painter’s palette to paint the details in each flag lollipop cavity with melted wafers. Chill 1-2 minutes between each color. Fill each mold cavity with desired back color.

Insert lollipop sticks into each stick channel in the mold cavities, so that approximately 1" of one end of the stick is in the melted wafers. Rotate the stick by rolling it, so that end of stick becomes completely covered with melted wafers. Chill 10-15 minutes.

Pour melted red wafers into the navy tray. Add the melted vanilla wafers to the combination. Use a fork to gently swirl colors together, creating a marbleized appearance. Spoon marbleized mixture into the USA and star mold cavities. Chill 10-15 minutes.

Use the cookie cutter to cut 9 stars out of the larger styrofoam rectangle. Paint the smaller styrofoam base and the stars white. Allow to dry 30 minutes. Paint a 3" x 5" rectangle in the upper left-hand corner of the white-painted styrofoam rectangle. Allow to dry 30 minutes. Glue the styrofoam stars to the base in three rows, leaving about an inch between stars and rows.

Tie ribbons around each finished lollipop and wrap each finished marbleized piece in a piece of colored foil.

Insert lollipops into the blue painted corner of the styrofoam rectangle. Place foil-wrapped pieces between the styrofoam stars.
